SANTO DOMINGO, Dominican Republic (AP) — The Dominican Republic's Ministry of Defense on Tuesday began issuing annual compensation payments to recently retired military personnel, an initiative aimed at honoring their decades of service to national defense and security.

The distribution event took place at the facilities of the Institute of Social Security of the Armed Forces (ISSFFAA). Defense Minister Lt. Gen. Carlos Antonio Fernández Onofre led the ceremony, joined by ISSFFAA Director Rear Adm. Henry Antonio Guzmán Taveras.

During the ceremony, Gen. Fernández Onofre emphasized that the payments are not a gift but a legally mandated right for each service member. He cited Article 169 of Law 139-13, which outlines compensation for years of service within the Armed Forces' comprehensive social security system. The minister clarified that these funds originate from contributions made by military members during their active duty.

The MIDE chief also described the initiative as a moral imperative, beyond its legal requirement. He stated it honors those who "honorably upheld the national flag and embodied the discipline, values, and spirit of service" characteristic of the Armed Forces.

Gen. Fernández Onofre further stressed that the program reflects accountability, transparency, and respect for retirees. He pledged to continue strengthening military social security under his leadership, ensuring protection and support for both active and retired personnel.

The defense minister commended the ISSFFAA for its "extraordinary effort" in organizing the distribution process efficiently and transparently. He apologized for any delays retirees may have experienced, reiterating his personal commitment to safeguarding the integrity of the Armed Forces' social security system.

Distribution of the payments will proceed according to a set schedule, ensuring all eligible beneficiaries receive their compensation promptly and in an organized manner.

MIDE stated these actions align with its institutional vision to honor those who served the nation, acknowledge their careers, and ensure a dignified retirement for military men and women.
